According to the comprehensive review opinions of the experts and the rectification of the laboratory, after the study, it was agreed that the 37 provincial safety professional laboratories, such as the Henan Mine Safety Laboratory, should be reviewed and approved by the provincial professional center laboratory (hereinafter referred to as the provincial professional center laboratory). , is hereby announced. And notify the relevant matters as follows:
1. The 37 provincial-level professional center laboratories approved by the audit should actively improve the laboratory operating conditions, apply for relevant technical service qualifications, strengthen professional technical training, improve the laboratory management mechanism, and actively carry out according to project planning functions and design goals. Major technical services such as major hazard source monitoring, product equipment testing, technical training, accident analysis and appraisal, etc., to improve the detection rate of major and general accidents, the safety inspection rate and occupational hazards of major equipment in mines, and give full play to the province. The technical support role of the professional center laboratory in the prevention of accident risk.
2. The provincial-level safety supervision and supervision department at the provincial level of the designated professional center laboratory shall organize the laboratory listing as soon as possible (see the attachment for the plaque style). At the same time, it is necessary to strengthen the management of the operation and maintenance of the provincial professional center laboratory, and help them obtain relevant technical service qualifications according to the needs of the work. It is necessary to guide relevant provincial professional center laboratories to carry out supervision and inspection technical verification, accident analysis, major hidden danger rectification, hazard source detection, occupational hazard on-site inspection and inspection, and undertake technical services such as safety performance testing of key equipment in use, and formulate relevant technical standards. Actively create conditions for the development of related technical services.
3. The laboratory construction unit that has not completed the laboratory completion acceptance shall speed up the construction process, implement the laboratory operation and management conditions, and promptly carry out the completion acceptance and trial operation, and prepare for the completion review and certification. The State Administration of Safety Supervision will soon organize experts to carry out the second batch of provincial professional center laboratories for review and certification.
